Are there any cancellation fees?

No. After the initial $99 set up you may advertise, pause advertising or cancel your Ad Campaign with no penalties.

How much should I spend on advertising?

That is completely up to you. Set a budget you are comfortable with. You can always increase your daily budget and cost per click to rank higher in search results.
